Tracy Coon

Owner | Environmental Consultant | AK-CESCL Master Instructor

TPC Consulting, LLC is an Alaska-based environmental consulting business specializing in stormwater compliance, construction support, permitting, and training.
I bring nearly 30 years of experience in the construction industry, including approximately 20 years focused on environmental compliance. My experience includes working directly with construction projects, contractors, engineers, inspectors, regulatory agencies, and project owners to navigate environmental requirements in the field, not just on paper.

My work focuses heavily on stormwater compliance under Alaska’s APDES programs, including Construction General Permit and Multi-Sector General Permit requirements. I provide SWPPP and MSGP plan preparation and review, permit support, compliance site visits, inspection and documentation assistance, spill reporting support, and guidance related to ADEC, U.S. Army Corps of Engineers, and Alaska Department of Fish and Game requirements.
Training & Experience

I have been an AK-CESCL Master Instructor for more than 10 years and provide both initial and refresher AK-CESCL training. My approach to training is based on practical field experience and focuses on helping people understand how permit requirements actually apply to construction activities.

I also serve as the Alaska Representative on the International Erosion Control Association Pacific Northwest Chapter Board, which keeps me involved with evolving erosion, sediment control, and stormwater practices throughout Alaska and the Pacific Northwest.

An Alaska Perspective

Born and raised in Fairbanks, I understand the challenges that make environmental compliance in Alaska different, including remote projects, permafrost, short construction seasons, freeze-up, spring thaw, limited access, and rapidly changing site conditions.

TPC Consulting was created to provide straightforward, practical environmental support that works for Alaska projects while meeting regulatory requirements.
